Maybe it could.  But net-tools also provides commands such as ifconfig
and route, which are Linux-specific (in terms of their implementation
details).  I don't know whether their hostname command is also
Linux-specific, but GNU might decide it's easier to toss the whole
package - especially since GNU hostname already exists, minimal though
it may be - than try to track own any non-portable spots.  Or not; I
can only speculate.
