    I think it could, if only "GMT" and/or "UTC" is used.

Sounds fine.  From the .us whois server, I have only ever seen that
exact format, always with GMT+00:00.

For example:

$ whois dredging.us
...
Domain Registration Date:                    Thu Jun 27 02:47:46 GMT+00:00 2002
Domain Expiration Date:                      Sun Jun 26 23:59:59 GMT+00:00 2005
Domain Last Updated Date:                    Mon Jun 14 17:58:18 GMT+00:00 2004

    However, we'd need to know how to interpret the sign; does "GMT+07:00"
    mean 7 hours ahead of UTC (e.g., Vietnam) or 7 hours behind (e.g.,
    Arizona)?  

I think it's safe to assume + would be ahead, eg, Vietnam.  When does +
ever mean behind?  (I've never seen that particular craziness, but I
suppose I'm not surprised.)

    Is the format documented anywhere?

I took a quick look (www.neustar.us) and didn't find anything.  I'd be
very surprised to see a domain registrar actually document something
technical ...
