Your examples were from the Windows shell, which has non-POSIX quoting rules and does not behave like any of the POSIX-compliant shells that anyone on this list uses, so no one here has enough familiarity with it to answer your questions. Ask the GnuWin32 or UnxUtils lists for how to get Windows shell quoting to do what you want it to (if it is even possible in those ports). Or consider using cygwin, so that you can use POSIX quoting rules even on Windows (which is what I personally do).
