I don't know of any cutoff point.  As far as I know even GCC 1 should
work, though this probably hasn't been tested for a while.

GCC 2.95 definitely should still work, so long as you apply the
anti-C99 patch in src/c99-to-c89.diff; I just now tested this with
bleeding-edge coreutils, using the Debian stable gcc-2.95.
