GNU rm seems to need read permission on the current working directory,
and to fail if it can't:

# cd some-place-only-root-can-read
# sudo -u peon rm /some/file/the/peon/has/permission/to/rm
rm: cannot lstat `.': Permission denied

Looks like a bug to me!  This was using:

rm (fileutils) 4.1
