Hmm, does the first form actually work for you?  It doesn't for me:

$ date -d '20070507 1138 -0700'
date: invalid date `20070507 1138 -0700'

I'm not sure exactly what the issues are, since the code is pretty
funky at this point.  (I guess first I'd like to know what works for
you now :-).
