Because a successful check before you start is not a guarantee that
the process can complete successfully. In the general case, there
will be other users of that {quota,filesystem}.
But, IFF mv is already planning to return an nonzero exit status, and
it has not deleted a source file, and mv knows that the target file is
not yet complete, it should probably indeed unlink the target file.
