From the info docs:
`-c CHARACTER-LIST'
`--characters=CHARACTER-LIST'
Select for printing only the characters in positions listed in
CHARACTER-LIST. The same as `-b' for now, but
internationalization will change that.
Sounds like future-proofing for Unicode support.
