This is done in cygwin, using the notion of 'managed mounts'.  Cygwin can
transparently create a file %61ux instead of aux, so that all filenames
become legal and case sensitive regardless of the limitations of Windows
(well, except for length limitations).  But you are better off asking
about that on the cygwin list (cygwin AT cygwin DOT com).
