Depends on where you look.
With the latest pre-6.10 coreutils, I see this example:

    $ rm --help|grep -B2 rm.--
    To remove a file whose name starts with a `-', for example `-foo',
    use one of these commands:
      rm -- -foo

It is mentioned in coreutils.info, too.
