No need to change coreutils to get this behaviour:
$ find . -depth -mindepth 1 -type d -ok rm -rf {} ;
< rm ... ./wimpole > ? y
< rm ... ./baz > ? y
< rm ... ./quux > ? y
< rm ... ./foo/bar > ? y
< rm ... ./foo > ? y
< rm ... ./ugh > ? y
