This is not an issue with GNU coreutils; shell tab-completion is the responsibility of the shell, but you don't say which shell you're using so it's difficult to suggest an alternative mailing list / help forum.

Perhaps try waiting a minute for the requested username completion. I suspect the shell is blocking while performing a network lookup for all valid usernames on your system.
