I've almost got chown working; expect patches later today.  For chmod,
I'll just pass until the next coreutils release.  I also discovered that
FreeBSD getgroups(-1,NULL) fails with EFAULT instead of EINVAL, which
means that it mistakenly populates a valid pointer rather than rejecting a
negative argument; should be easy to fix today.

Maybe I can get that done today as well; if not, it's enough of a corner
case that we can go ahead with the release.
