In my experience this is more of a feature than a bug, for many new users.
Here's the old behavior:
$ ls
a b c d
$ ls -l a b
ls: cannot access 'b': No such file or directory
-rw-r--r--. 1 eggert eggert 0 Feb 18 21:16 a
In contrast, with the new behavior the apostrophes give the user fair warning
that the file names might cause trouble:
$ ls
a 'b c' d
$ ls -l a b
ls: cannot access 'b': No such file or directory
-rw-r--r--. 1 eggert eggert 0 Feb 18 21:16 a
