Anyway, that issue is arguably addressed by wording added to the POSIX spec for utimensat 
some years ago at my suggestion, namely "The file's relevant timestamp shall be set 
to the greatest value supported by the file system that is not greater than the specified 
time."[1] It'd be odd if utimensat succeeded but mv warned anyway.
