The chmod "preserve ctime on no-op" idea conflicts with tests/chmod/only-op.sh, which requires always calling chmod(2) so operations like 'chmod + /' still fail for non-root.
printf %a is already covered via the printf-posix gnulib module and documented in --help. ls already has --format=WORD for layout modes; note that a custom per-entry template would need a different option name. * TODO: Remove chmod ctime and printf %a entries.
