As far as I can tell the binmode function exists in any Perl version used today. The first reference I can find in their git history is from 1996, but it was a documentation change [1]. I assume they used CVS or something and the history is lost. Setting PERL_UNICODE=0 seems fairly harmless. I'll check the CI once it runs to make sure it doesn't cause Windows any trouble.
