I've found CVS 1.9.28 for windows needs something like
*.[Xx][Ll[Ss] -k 'b'
for both foo.xls and bar.XlS to be automagically given
-kb. You can see if this applies to your problem with
cvs status foo.XLS
where you will see 'Sticky Options: -kb' if CVS thinks
foo.XLS is binary.
