I've not the slightest idea and am unable to replicate it. The repository
in question was created using 'cvs import' on an existing source. If I try
that now then I get 1.* revision numbers. This is using Redhat
cvs-1.10.5-2.rpm and with a cleanly built cvs-1.10.8 source. Curiouser and
curiouser. I can only presume that I did something which now appears
stupid, like 'cvs import -r 0.1'

The fix of bumping the revision number of every file in the repository to
1.* works fine. Perhaps this 'feature' should remain but the client should
give a warning along the lines of "CVS client does not understand revision
numbers starting with '0' or '-' and cannot properly timestamp your
files".
