Typically it happens when you define a module with a -d option that
includes subdirectories. Although the lowest-level directory clearly
maps to the specified repository directory, it's not clear how the
higher-level directories should be mapped so CVS doesn't even try -- it
just maps them to CVSROOT/Emptydir.
