        If the config option "TopLevelAdmin" is set, then export
        requests via a pserver connaction fail with a message
        "cannot export into a working directory"
        Resetting the TopLevelAdmin option will allow remote (pserver)
        exports to complete, but this does not suit our development
        practice.

>How-To-Repeat:
        Set TopLevelAdmin option.
        Export from a remote client (actually, a client on the same
        machine as the server but using a pserver connection demonstrates
        the problem too).

>Fix:
        Workaround is either to reset TopLevelAdmin, or to export on
        the same machine as the repository using a plain pathname to the
        root.
        The software fix is either not to create the CVSADM directory when
        exporting (regardless of TopLevelAdmin option) or to permit the
        CVSADM directory at the top level in an export when the
        TopLevelAdmin option is set - you choose!
