This is a known intermittent failure: there's a race condition in the
code so the messages are sometimes out-of-order. I haven't been able to
come up with a way to fix it yet that I like (I'm loathe to change the
test because you really do want the messages to come out in a particular
order). In my experience, the test usually succeeds, so just running it
again usually passes. If you're seeing consistent failures, that's a
new data point.
