This bug has been filed in Debian's bug tracking system.  I have
verified that the CVS/Entries is indeed not being updated.  I
have also verified that the problem persists in CVS 1.11.1p1.

I've been using cvswrapper rules that tend to do the right thing in
setting the substitution mode to -kkv for normal source files and -kb
for binaries (or anything not explicitly recognized.  This was helpful
on a project where there were lots of binaries being added to CVS.
(Not my choice.)

Anyway, sometimes I find that a file should be -kkv that is not
explicitly defined in the cvswrappers dataase.  This means that
keyword substitution is disabled.  It ought to be the case that 

  cvs admin -kkv <file>

will reenable keyword substitution.  But, it doesn't work.  I noticed
that the comment string, too, was funky, so I changed it back to
likely value.  No dice.  It appears that the problem is that the above
command doesn't fix the sticky options in CVS/Entries where the -kb
flag is set.  

It is very likely that this is an upstream problem.  I'm reporting it
here because I though this worked properly in 1.10.  When I look at it
now, it seems unlikely that it did.
