Right, I finally figured it out. If you say:

cvs watch add

with *no* file or directory arguments, *then* it adds the 'D' entry to
fileattr. Same with the watch on/off commands. So there is a discrepancy
between the documentation and the actual behaviour. Which is correct? I can
submit a doc patch fairly quickly, but I'm not sure I can figure it out
enough to submit a source code patch.
