This appears to be a duplicate of bug #14840.
Fixed in the FEATURE branch and set to be a
part of 1.12.14 when it is released.
If you are unable to wait and unable to use a different
compression level, then you may wish to apply the patch
attached to #14840 to your 1.12.13 sources as a short-term
workaround.
