No, Cygwin CVS can be called from a .bat or .cmd, it works also in all other cases. I'm using Cygwin CVS from GUI to develop code, no problem in this context either. And anyway when it comes to building batch I do prefer (as it is far more powerful) using a Cygwin shell like bash anyway.
