I have uploaded your cvs binaries to savannah.nongnu.org, so they should
be here now:

  http://download.savannah.gnu.org/releases/cvs/binary/stable/x86-woe/
  http://download.savannah.gnu.org/releases/cvs/binary/feature/x86-woe/

It will probably take a while for them to be mirrored over to the
ftp.gnu.org site, but I don't really know how long it will take.
