Not really, but the CVS server functionality has been disabled on
Windows since before I started working with CVS.  It would take a lot
of effort to fix it, I don't have the time, and as far as I know no
one has contributed the patch.  Tony Hoyle fixed it for the CVSNT
project, but unfortunately forked the project at the same time and it
has diverged to the point that merging them would also be
challenging.  We would have been better off joining forces early on,
but what can you do?
