Details:
If I have a sandbox checked out from repo A but my CVSROOT variable points to
repo B, a `cvs commit' that fails at repo A will try committing to repo B.
Practical scenario: Repo A is a removable drive that I forgot to plug in,
and repo B is a backup or central copy of repo A. On `cvs commit', I get a
failure message for each directory in the sandbox, followed by successes at
the backup/central site. I think a commit should never automatically get
attempted at a location not listed in CVS/Repository for each sandbox
directory.
