Details:
When using on client (e.g.)
CVSROOT=:ext:courant:/dbdata/cvs
CVS_RSH=ssh
and ./CVS/Root is missing cvs commit works only partially, a general cvs
commit dedects the differences and presents the editor, but on final commit
cvs crashes without having committed.
echo $CVSROOT > ./CVS/Root
fixes the problem.
The env var CVSROOT should be generally applicable, not only for e.g. cvs
