[bug-diffutils] bug#21945: Bug: Build dependency gperf

Hello,

building difftools (from Oct 2015) fails without gperf. A check for
gperf should be added to the configure script.

I am not really into it, but autoconf should be able to recognize this
dependency itself? Any Ideas?
