Details:

Cygwin does not yet have full file system identification support (although it
is in the works for cygwin 1.7.0).  Therefore, PRUNEFS fails to exclude a vast
majority of file systems, including procfs.  However, archiving the contents
of /proc is prone to failure, and is the intended behavior.  Furthermore, on
cygwin, scanning /proc/registry takes hours to search ALL of Windows internal
state, but with no executables likely to be found.

This patch to ignore /proc via PRUNEPATHS has been included in several cygwin
releases, but seems worth including upstream.
