The location of the To: placement is not a problem, mail headers can appear in any order, but git does seem to have a bug in that it does not include a blank line to separate the headers from the message body. That's not good. (At least in today's git version of git.) I like the way git is *now* but the only real problem with it is that it is mutating so quickly that I wonder if I will like it *later* after it has finished evolving. It is hard to predict.
