The gettext version in your Cerbero checkout looks a bit older and AFAIK
it has some issues with self compilation on Windows.  You may want to
ask the GStreamer people whether it is supposed to build on Windows.

It should be set by running 'configure' script.  Perhaps you can find
the log (config.log) in ~/cerbero or somewhere?
