If htags is executed with option -a in the source tree of GNU bison, HTML/defines/#.html will be created. HTML/defines.html contains the following line. <a href='defines/#.html' title='2 definitions are containded.'>[#]</a>
Should we change htags so that href='defines/%23.html' will be outputted?
