It has been a long time since I installed Tiger, however you should be able
to do it via the installer on the Tiger DVD using these instructions:

If that doesn;t work you can download the X11 packages here:

http://idt.lcc.gatech.edu/~cmartin9/files/X11Tiger.zip

This zip file contains X11User.pkg  and the SDK. In theory you don¹t need
the SDK if you are just running X11 apps, so installing just the user
portion should be fine.

As I recall with the build of GnuBG you downloaded, just run it like any
other Mac Application once installed (The older versions of the packages
were better in that regard)
