It has been a long time since I installed Tiger, however you should be able to do it via the installer on the Tiger DVD using these instructions:
http://www.freesmug.org/tutorial/X11_10.4 If that doesn;t work you can download the X11 packages here: http://idt.lcc.gatech.edu/~cmartin9/files/X11Tiger.zip This zip file contains X11User.pkg and the SDK. In theory you don¹t need the SDK if you are just running X11 apps, so installing just the user portion should be fine.
