This was in fact my guess, and although I labelled it human stupidity, I
believe that the behavior was not intended, and is likely a holdover
from the time when autogen (and old automake facilities) would create a
new copy of the file each time if it wasn't present. If you can figure
out where to send that bug report, it saves me the hassle, so it would
be much appreciated!
