The mailing list where new releases are announced is the one you just posted to: [email protected] ; it is not dedicated to annoucements but the volume is generally low. Another possibility would be to watch for changes to the https://www.gnu.org/software/gnubg/ page. This would not be the kind of push model you seem to want but there may be applications or services that do it automatically an notify you if a change happens.
