Did you forget to stage m4/once.m4 or perhaps you meant a different file
in the 'Files:' section?
I see this:
$ gnulib-tool --create-testdir --dir testdir1 once
[...]
/home/collin/.local/src/gnulib/gnulib-tool.py: *** file m4/once.m4 not found
/home/collin/.local/src/gnulib/gnulib-tool.py: *** Stop.
