striconv: Improve GCC 11 allocation-deallocation checking

        striconv: Improve GCC 11 allocation-deallocation checking.
        * lib/striconv.h: Include <stdlib.h> instead of <stddef.h>.
        (str_cd_iconv, str_iconv): Declare that deallocation must happen through
        'free'.
