I mentioned them because they appeared in Emacs together with stdio-consolesafe, and I assumed (mistakenly, it seems) that they appeared because stdio-consolesafe required them, directly or indirectly. Apologies for muddying the waters with that part of my OP. These two modules are now omitted from the MinGW build of Emacs, so they don't present a problem.
