I suppose something like that should work most of the time, yes.
However, I worry that in practice some of the language-dependent formats
could be ambiguous. For example, it could be that two names from
different categories (weekday, month, era, or even number) abbreviate to
the same string.
It's not a feature I'd recommend people using in software intended to be
reliable. It's better to stick with a standard format that works in all
locales.
