Automake does not like this, in the 'gnu' strictness, because so far the
GNU Coding Standards want a 'NEWS' file.

Therefore, IMO, the best way to proceed is:
  1. Revive the discussion bug-standards that died down on 2025-12-10 due
     to a misunderstanding by Richard, maybe with a proposal that is not
     easy to misunderstand.
  2. Wait until the standards have changed.
  3. Request Automake to change its 'gnu' strictness implementation.
Or — in a particular package — drop 'gnu' and replace it with 'foreign'
instead.
