Then I'm lost. I thought a major goal of this effort was to pacify Debian installation procedures for coreutils on limited installations that don't have libsystemd installed. If Debian installation procedures are OK with coreutils as-is, then let's not change how Debian configures readutmp, as ordinary dynamic linking is good enough. And if they're not OK with coreutils as-is, then that's the static checking I was referring to ("static" because it checks "who" before "who" starts running).
