I've tested only OpenBSD 7.9. Apparently it supports only the C and the en_US.UTF-8
locales, so the problem occurs only the C locale. All OpenBSD locales are treated like
en_US.UTF-8 if their names end in ".UTF-8", and are treated like C otherwise.
