Looks like some packaging error (necessary files not included). Also, the version that you downloaded is rather ancient (0.7.0e), the version I find on the ubuntu website is 0.7.1c.
A simple workaround maybe to disable "UPNP" in /etc/gnunetd.conf and to remove "http" from TRANSPORTS, then the installation may succeed. Note that the old version may not do too well connecting to the network (hostlists outdated, etc.).
