Yes, but as this is the directory where libobjc.a ends up and in which a subdirectory gets created that contains libgnustep-base.a, I don't see how your build could have succeeded at all. I have never needed to create this directory while building (following the MinGW build guide), so just adding this in the guide feels a bit random to me. I'd rather know what is going wrong than add some perhaps not needed info.
