I can not reproduce this. Here is how to tried to -
include $(GNUSTEP_MAKEFILES)/common.make
TOOL_NAME = Prova
Prova_C_FILES = main.c
include $(GNUSTEP_MAKEFILES)/tool.make
where main.c is -

and compilation is fine without -fgnu-runtime and without
