[RFC/make] GUI_LIB and -framework AppKit library-combo.make

Hello Nicola (or anyone else with insight in this),

is there some compelling reason why library-combo.make will add 
-framework AppKit for *-*-[nx,apple] unconditionally?  (ie. it's added 
to non-UI tools (and GDL2))
