Summary:  non-system images are currently encoded as the image itself, not as 
named references in gorm files

Original Submission:  Gorm needs to be able to handle named references to 
images as well as directly encoded images.

This will require adding the resource manangement code.

Named references are now used for system images.   Non-system images are 
currently encoded.  This is going to be fixed as well before I mark this as 
fixed.  GJC
